Saarland.de is composed of a range of networked Internet services of all the thematic and institutional portals of the Federal State Chancellery, ministries and other authorities in Saarland. This also applies to content accessible via subdomains, especially if external service providers have been assigned to host the content.

This privacy policy explains to you, as user of our website and services on offer, the type, scope and purpose of the collection and use of personal data.
Please note that the transmission of data on the Internet (e.g. when communicating by email) presents security vulnerability, and cannot be completely protected from access by third parties.
General information
This website set up by the Federal State Government and the individual services offered constitute part of the public relations work undertaken by the federal state government. We process personal data only if we are entitled to do so on legal grounds. The legal basis for the processing of personal data within the framework of public relations work is set down in Art. 6 paragraph 1 point (e) General Data Protection Regulation (GDPR) in conjunction with § 4 Saarland Data Protection Act (SDSG). The legal basis for our obtaining consent to process personal data is to be found in Art. 6 paragraph 1 point (a) EU GDPR. Art. 6 paragraph 1, point (b) GDPR serves as legal basis if we are obligated to fulfil contractual or pre-contractual duties, and Art. 6 paragraph 1 point (c) if we are required to fulfil legal obligations.

Transfer of data to third parties and third-party providers
We comply with the legal requirements. Data are transferred to third parties exclusively subject to statutory provisions.
Transmission of data to a third country/outside the EU
If we are to transmit personal data to service providers outside the EU, we do this exclusively on confirmation by the EU Commission of an appropriate level of data protection in the third country, or if other appropriate data protection guarantees (e.g. binding internal company data protection provision or EU standard contractual clauses) are in place.
External service providers
We have assigned external service providers in some cases to render various services (e.g. hosting of the website).
Technology
Access data/server log files
We collect data on every visit to our website (so-called web server log files in accordance with Art. 6 paragraph 1 point (e) GDPR and Art. 6 paragraph 3 point (b).
The processed data include an anonymised IP address, name of the website visited, file, date and time of the visit, amount of data transported, report on successful access, browser type and browser version, accessed URL, protocol, status, referrer and user agent.
The data are stored in the log files of our system. Not affected by this are the IP addresses of the user or other data that enable the allocation of the data to one particular user. These data, in addition to other personal data of the user, are not stored.
The data are used for statistical evaluations for the purpose of the operation, security, and resolution of acts of abuse and fraud.
Our webpage is equipped with SSL/TLS encryption to protect against the transmission of confidential content. You can see this in the address line of your browser by reference to the identifier ‘https://’ and the lock symbol. When the SSL/TLS encryption is active, the data transmitted to us cannot be read by third parties.
The temporary storage of the IP address by the system is required to enable delivery of the website to the computer of the user. Direct, automated anonymisation of the IP address occurs at the point in time at which the data are collected.
The data are erased as soon as they are no longer required to achieve the purpose of their collection. This applies in the case of data collection for access to the website, when the respective session has ended.
The collection of data to access the website and data storage in log files is absolutely essential for the operation of the Internet page. Consequently, there is no option for the user to object.
Cookies
Our website uses so-called cookies. Cookies are small text files that are deposited in your terminal and stored by your browser. They serve to make the offers provided by an Internet presence user-friendlier, more effective and more secure in accordance with Art. 6 paragraph 1 point (e) GDPR.
This website uses the following types of cookies, the scope and workings of which are explained below:
- Transient cookies
- Persistent cookies.
Transient cookies are erased automatically when you close the browser. These include, in particular, session cookies. They store a so-called session ID, with which various requests from your browser can be assigned to the joint session. In this way, your computer can be recognised when it uses our website (e.g. when using the shopping cart function). The session cookies are erased when you close the browser.
Persistent cookies are erased after a prescribed period of time, which may vary according to the cookie. You can erase all cookies at any time in the security settings of your browser.
You can configure your browser settings according to your preferences and, for example, refuse to accept third-party cookies or any cookies at all. Please note that, in this case, you may not be able to use all the functions of this website.
Use of Matomo
The web analysis tool Matomo (https://www.matomo.org) is used on our website to collect and store data for marketing and optimisation purposes.
The IP address recognised is anonymised when stored. In this way, no personal data are recorded and the visit to our website remains anonymous. The cookies set by Matomo for evaluation purposes expire after 30 minutes, so that it is not possible to build a user profile. Nor are the data passed on to third parties.
The analytics data are automatically erased after twelve months.
Matomo is used in accordance with Art. 6 paragraph 1 page 1 point (e) GDPR.
It is possible to opt out of the collection and storage of data at any time with future effect. The do-not-track item on the settings menu in the browser can be enabled to opt out of data collection.
We use Matomo to be able to analyse and regularly improve the use of our website. We can improve our services on offer by means of the statistics obtained and design it to be more interesting for you as user.
Social Media and external content
Linking of social media by means of icons
In order to be able to provide information about us and communicate with users, we maintain a presence on the social networks listed below. A click on the corresponding icon brings the user to the respective social network. This redirection allows user data to be processed outside the European Union. In this case, data subject rights and requests for information should be asserted and addressed to the providers of the respective networks. In relation to the processed data, this applies in particular to data, such as the IP address, date, time and page visited. The data are generally processed within the social networks for marketing research and advertising purposes. If, in the meantime, a user is logged in to the social network, the network provider can create usage profiles based on usage behaviour. They are regularly used to place advertising within and outside the network.

In the case of content from social media platforms displayed on the website there is no data exchange taking place between the user browser and the respective social media platform.
The user is not redirected to the pages of the corresponding social media provider until a corresponding link is accessed.
Incorporation of services and content of third parties
In order to improve our Internet presence it is possible for us to introduce a range of content and services offered by third party providers on our webpages to incorporate their content and services, such as videos, maps, etc.
This is subject to such content detecting the user IP address, as, without the IP address, it is not possible to send the content to the browser of the provider for it to be displayed there.
We endeavour only to use such content, the respective providers of which use the IP address exclusively to deliver the content. Furthermore, third-party providers can use so-called pixel tags (invisible images, also called ‘web beacons’) for statistical and marketing purposes. The pixel tags allow information, such as visitor traffic to be evaluated on the pages of this website. The pseudonymous information can also be stored in cookies on the user device, and may include but is not limited to technical information on the browser and system software, referring webpages, time of visit and other details on the use of our range of services offered online, as well as the possibility to be linked with such information from other sources.
Services and content from third parties are incorporated in accordance with Art. 6 paragraph 1 point (e) GDPR.

YouTube videos
In our range of online services on offer we have incorporated YouTube videos that are stored on http://www.YouTube.com and that can be played directly from our website. In this respect, as the operator of the webpage, we are the controller in terms of data protection law within the meaning of Art. 4 no. 7 GDPR. These YouTube videos are all embedded in the ‘privacy-enhanced mode’, i.e. if you do not play the videos, your data as users are not transmitted to YouTube. The videos are not played until the security prompt has been confirmed (i.e. textual information that data will be transmitted to YouTube on activation and clicking on the ‘I accept’ button); only then does the browser communicate with YouTube. The legal basis for such collection and transmission of personal data is the consent expressly given by clicking the button ‘I accept’ in accordance with Art. 6 paragraph 1 point (a) GDPR. You can withdraw your consent at any time by closing the browser, as this consent continues to apply only as long as you have the window open.
We have no influence over this data transmission to YouTube. This occurs irrespective of whether YouTube provides a user account through which you are logged in, or whether there is no user account. If you are logged in to Google, your data is directly assigned to your account. If you do not wish the data to be assigned to your profile on YouTube, you must log out before activating the button. YouTube stores your data as usage profiles and uses them for the purpose of advertising, market research and/or needs-based design of its website. Such an evaluation is undertaken especially (even for users who have not logged in) to provide needs-based advertising and to inform other users of the social network on your activities on our website. You are entitled to opt out of the creation of such user profiles; you must direct your request to YouTube in order to do this. When you visit the website, YouTube receives the information that you have accessed the corresponding subpage of our website. Google also processes your personal data in the USA. This has led to concerns in terms of data protection law, as the European Court of Justice has declared the EU-US Privacy Shield invalid, and has determined that there is no level of data protection in the USA comparable to European law.

A confirmation prompt is shown prior to displaying external content (e.g. YouTube videos or iFrames (configurable)). External content is not displayed until confirmation is given.
Only then can third-party cookies be embedded in the user browser.
Newsletter
We offer you a newsletter on our website to keep you up-to-date on current topics (general information, news, etc.).
You can register to receive the newsletter by entering your email address in our registration form on the webpage. The date and time of registration is stored.
Your email address is enabled to send the newsletter by means of a so-called double opt-in process, whereby, after registration, you receive a confirmation email with a link to click to definitively register and activate your address. The date and time of this registration is also stored.
We process your data on the basis of your consent (Art. 6 paragraph 1 point (a) GDPR) exclusively for the purpose of sending the newsletter and erase them immediately when you unsubscribe from our newsletter.
When confirmation is given by means of the link in the double opt-in email, the date and time of registration are also stored in accordance with Art. 6 paragraph 1 point (e) GDPR.
If you no longer wish to receive our newsletter, you can unsubscribe from the newsletter by using the ‘unsubscribe function’ or sending other any other message. The link to the ‘unsubscribe function’ is contained in every newsletter.
Insofar as your data is processed on the basis of your consent, you can withdraw your consent at any time (Art. 7 GDPR). The lawfulness of the processing undertaken on the basis of your consent up to withdrawal is not affected as a result.
Making contact
When contacting us (e.g. by contact form or email) your data are processed in accordance with Art. 6 paragraph 1 point (e) GDPR in conjunction with § 4 SDSG [Saarland Data Protection Act] for the purpose of responding to your enquiry and in the case of any follow-up questions arising as a result. Your data are erased as soon as your enquiry has been fully processed.
Rights
Data-subject rights
You can request information free of charge at any time (Art. 15 GDPR) on your stored personal data. In addition, under certain conditions, you can request rectification (Art. 16 GDPR) or erasure (Art. 17 GDPR) of your stored personal data. You are also entitled to restrict the processing (Art. 18 GDPR) of your data, receive the data provided by you in a structured, commonly used and machine-readable format, and to publish and transmit those data.
Insofar as your personal data are processed on the basis of your consent, you are entitled to withdraw your consent at any time (Art. 7 GDPR). The lawfulness of the processing undertaken on the basis of your consent up to withdrawal is not affected as a result.
Right to object
You have the right to object (Art. 21 GDPR) at any time to the processing of your personal data on the basis of Art. 6 paragraph 1 points (e) or (f). The right to object may apply in particular to processing for direct marketing purposes.
